BACKGROUND

A Senior SQL Server Consultant dedicated to perform the needed technical upgrade of SQL Server Relational Database Management Systems (RDBMS) supporting the Claim applications (CTS, CAIS, and CTSO4) and the Citizens Data Warehouse (CDW). During this engagement the consultant will also provide knowledge transfer to existing technical project staff to better prepare for future upgrade activities. This major upgrade project will be of benefit in five critical ways:

1.          Better overall CAT preparedness

2.          Viability of support and support cost containment for existing SQL Server databases

3.          Take advantage of improvements to performance, availability, management, and security

4.          Compliance

5.          Resolution of an existing production problem

Work Hours

Number of Hours Contractor Will Be Needed Weekly: 40, Working Hours (8-5, 7:30-4:30, etc): 8 — 5

DESCRIPTION OF DUTIES AND_RESPONSIBLITIES.

Essential Duties:

Provide DBA leadership for planning, testing, executing and validating the SQL Server RDBMS upgrades from SQL Server 2000 and SQL Server 2005 to SQL Server 2008.

Activities will include reviewing the requirements, identifying associated dependencies, determining appropriate database driver upgrades as necessary and providing checklists, operational plans and knowledge transfer to DBA staff.

Project Description:            

The Senior Developer is responsible for developing and delivering successful Web-based applications and in coordinating and managing such deployments with the Release Manager.  This position is responsible for providing technical expertise, leadership and execution throughout the product lifecycle including analysis, design, development, testing and release.  Will coordinate with other development team leads on related product efforts and with enterprise architects on issues of system integration, compatibility, and multiple platforms.  This position is considered an advanced software development professional level position.

  • Serve as mentor and team lead to junior application development staff members.
  • Provides technical expertise in the development and delivery of web based applications.
  • Define and/or verify system/programmatic requirements through the analysis of associated business processes, user requirements and operational policies.
  • Define, design, and implement complex, multi-tier distributed software applications according to standards and procedures defined by the IT Enterprise Architecture Team.  Segment and design system layers to support componentized and layered application development, including user interface, business functionality, and database access.
  • Research, design and develop Java-based applications and components.
  • Interface with other IT areas and end-users in all phases of software development.
  • Support our existing Java applications and new development efforts as we continue our migration effort to Java / J2EE technologies.
  • Research and evaluate relevant technologies and presentation of alternative solutions.
  • Develop, execute and review unit test plans and results.
  • Produce Technical Requirement Documentation.
  • Provide coaching to junior developers and make recommendations on training paths.
  • Regularly lead code review sessions for team.

Required Skills, Knowledge and Abilities:
